Job Description

Woodrow Mercer Healthcare are looking for a Deputy Chief Operating Officer to work for a NHS Trust located in the Midlands. We are particularly interested in Persons who have experience in Emergency Department Operations.

The postholder will report to the Chief Operating Officer and will directly oversee and manage the daily operational management of the hospitals and clinical services, ensuring the delivery of high quality, safe and effective care.


The role will be remunerated under the NHSI Agency Caps at Band 9.

Key responsibilities will include:

  • Ensure that the operational delivery of services complies fully with the NHSI expectations, CQC standards, key national guidance and requirements as determined by other / external regulatory bodies.
  • Lead on all aspects of safe, effective and responsive operations, with a priority focus on achievement of key access and performance standards at all times.
  • Ensure that operational and assurance processes are in place for the delivery of clinical services and the management of clinical risk and health care governance within and across the site.
  • Manage the development and implementation of new strategic objectives.
  • Take lead responsibility for delivering targets (national and internal), while addressing day to day patient flow issues.
  • Efficient and effective use of resources to ensure highest standards of patient care and excellent service delivery.
  • Deputise for the Chief Operating Officer (COO), assuming overall responsibility for senior operational management of the organisation, during absence of the COO.
  • Ensure the delivery of agreed quality and financial standards.
  • Manage the development and implementation of new strategic objectives.
  • Review and evaluate opportunities, risks and threats related to effective planning and implementation of the Board strategy.
  • Ensure management of all staff is in accordance with the Trust''s values, creating a culture of continuing service and improvement and a focus on meeting the needs of patients and public.
  • Work with the Chief Finance Officer to ensure a robust process for agreeing, monitoring and delivering robust financial activity targets.
  • Build / develop effective partnerships and joint working with key stakeholders, internal and external, influencing and negotiating on behalf of the organisation.

The ideal candidate will have:

  • Extensive experience of NHS leadership and delivery at a senior operational level.
  • Masters level qualification in relevant subject area, or equivalent professional qualification/ experience.
  • Experience in Emergency Department Operations.
  • Sound knowledge of national NHS policy and strategy.
  • Ability to lead and work in multi-disciplinary teams.
  • Strong communication and influencing skills, with the ability to motivate teams and gain consensus at all levels within the organisation.
  • Extensive experience, expertise and understanding of performance and change management, business planning, budget setting and contracting processes, in a health setting.
  • Experience of implementing complex strategies and realistic plans.
  • Specialist knowledge of national performance targets and processes.
  • Experience of analysing the business environment and of developing strategies to meet changing organisational needs.

The role is on a Contract basis for an initial 6 month period:

  • Start date - asap
  • Hours/Days pw - Full time, 37.5 hours
  • Rate: Band 9
